The National Highway Traffic Safety Administration (NHTSA) announced this week that it has reached an agreement with SAE International to launch ASCEND, a government-industry consortium aimed at accelerating the development of data-driven performance standards for autonomous vehicles.

The announcement, made by NHTSA Administrator Jonathan Morrison at the AI Horizons Summit in Pittsburgh, marks the most concrete federal step yet toward establishing a standardized framework for evaluating autonomous driving systems — something that has been conspicuously absent as companies like Waymo, Zoox, and Tesla deploy self-driving vehicles on public roads.

'This consortium is about ADS competency, which will inform and accelerate a corresponding federal motor vehicle safety standard,' Morrison said. 'Ultimately, our ADS performance rulemaking will provide federal leadership in this space.'

Current federal motor vehicle safety standards (FMVSS) were designed for traditional vehicles with steering wheels, pedals, and mirrors — equipment that purpose-built autonomous vehicles like the Tesla Cybercab and Zoox robotaxi simply don't have. The ASCEND consortium aims to bridge this gap by developing objective, measurable criteria for how well an automated driving system performs in real-world conditions.

The initiative comes at a critical moment for the AV industry. Companies are rapidly expanding commercial robotaxi services — Waymo recently restarted operations in San Antonio and launched in Las Vegas, while Zoox is about to have its 100-vehicle cap in Las Vegas expire on September 25. Yet there remains no equivalent of a 'driver's test' for autonomous vehicles.

No timeline has been set for when ASCEND will produce its first standards. Morrison acknowledged the need for a 'whack-a-mole' approach to policy as the technology evolves, but emphasized that federal performance standards would help unify the 'burgeoning patchwork of inconsistent state and local level requirements.'
