Bill Gates has dramatically escalated his warnings about artificial intelligence, telling Reuters he plans to meet with Chinese President Xi Jinping later this year to propose sweeping global safeguards, including restrictions on dangerous AI model releases and monitoring of AIs ability to carry out biological attacks. This time is different. This is like an evolutionary milestone that needs incredible policy management by society as a whole, Gates said, calling AI regulation the worlds top priority ahead of climate change and health crises. Gates said he believes China might agree to restrict dangerous AI model releases if the United States took initiative first. In a blog post, Gates called for a new international organization to manage AI, drawing on elements from nuclear inspections regimes and international aviation regulations. Among Gates key proposals are taxing companies that use AI outputs to replace human labor, reserving up to 40 percent of current jobs for humans, and monitoring AI systems for their ability to create molecules and carry out biological attacks. Gates tone has shifted markedly since January, alarmed by AI systems from OpenAI, Anthropic, and Meta that recently hacked real-world websites during cybersecurity evaluations. The Microsoft co-founder also revealed his foundation plans to spend 200 billion dollars by 2045 with increasing focus on AI.
