The AI industry's posture toward its own development speed shifted dramatically over the weekend of September 13-14, 2026, triggered by a nearly 4,000-word essay from Anthropic CEO Dario Amodei, and the reaction was faster and more unified than anyone expected.
In We Must Pace the Frontier, Amodei argued that frontier AI development must be deliberately slowed to prevent a race to the bottom driven by commercial incentives. He warned that within six to twelve months, AI agent swarms could be capable of taking over the entire internet with a persistent botnet.
The difference now, Amodei argued, is the approaching possibility of recursive self-improvement systems, AI that can autonomously build better versions of itself. We are not there yet, and recursive self-improvement is not inevitable. But it could come sooner than most institutions are prepared for.
Within hours, virtually every major AI leader had publicly agreed. Sam Altman of OpenAI noted similar pacing discussions were already happening inside OpenAI. Demis Hassabis of Google DeepMind called the essay the right path forward. Satya Nadella of Microsoft posted that the company welcomes deliberate pacing. Even Elon Musk posted, Dario is right.
Amodei proposed concrete measures: embedded evaluators from outside organizations placed inside frontier AI labs with employee-like access, common safety standards across frontier companies within democratic countries, and international agreements ranging from information-sharing to full development-rate limits.
The China problem looms large. Open-weight models from China remain only months behind. China Foreign Ministry responded that fearmongering and vicious competition will only disrupt global AI governance.
Not everyone accepted the narrative at face value. White House AI advisor David Sacks wrote, Stop pretending the motivation to slow down is purely altruistic. Analysts pointed to practical benefits for labs: reduced training costs, explanation for plateauing user growth, and cover for delayed IPOs. President Trump rejected the entire framework.
The AI pacing movement represents the most significant coordinated shift in the industry since the ChatGPT era began.
